Hair Laser ‘IPL Mccue’ is safe on level 32 with darker skinned person?

Person giving me the laser treatment is a friend of a friend, is not a medical personnel, she just owns a spa. So shes using this IPL Mccue machine which may not be right for me, and she is using it at a level she punches in to be 32, wondering if this is safe. Also, is it normal to see barely-noticible blotches of skin darkening in the treated area? it has only been a few days but i am worrying.
